The Turkish government has introduced a sweeping legislative draft intended to eradicate tobacco and vaping use, setting a hard target for a smoke-free nation by 2040. Driven by the ruling AKP party, this aggressive public health initiative will strictly prohibit smoking in popular public spaces and impose unprecedented fines on both local businesses and international tourists.

Currently, an estimated 18 to 19 million people smoke in Turkey. To achieve its 2040 goal, the government plans to systematically phase out the sale, import, and manufacturing of all related products. Before the total ban takes effect, immediate restrictions will drastically reshape public life. Smoking will be banned at beaches, playgrounds, sports facilities, and the outdoor terraces of restaurants and cafes. Smoking will only be permitted in strictly confined, designated zones.

Crucially, the legislation expands the legal definition of “tobacco products” to ensure no alternatives escape regulation. The ban will explicitly cover:
